Police Sergeant Job Description

Purpose & Job Related Requirements

REPORTS TO: Chief of Police or City Administrator
FLSA STATUS: Non-Exempt
CLASSIFICATION: Personnel System; requires satisfactory completion of a twelve month probationary period.
PAY GRADE: Public Safety
SAFETY SENSITIVE: Yes; subject to random drug testing per the City of Zebulon Drug and Alcohol Ordinance.

Purpose of Job
The purpose of this job is to provide exemplary leadership associated with and assisting in directing the overall operation of the Police Department at the unit, shift, or squad level. Duties and responsibilities include, but are not limited to, assisting the Chief of Police in the daily operation of leading and coordinating assigned personnel in preventing crime, the fear of crime, and disorder as well as the enforcement of laws/ordinances; building trust and confidence internally with all personnel; building trust and confidence within the community; planning, organizing, staffing, directing, coordinating, reporting, and participating in budgeting functions; teaching, evaluating, and ensuring the implementation and utilization of community-oriented policing, problem-oriented policing, and constitutional policing; continuous initiation to improve systems, processes, equipment, and technology; and, performing additional tasks and responsibilities as may be assigned.

Job Related Requirements 
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by City of Zebulon  safe driving policy.

Emergency Position
This position is designated as an emergency position that requires attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, civil disturbance, major crime scenes, utility failure, fire or other forced evacuations or other incidents as determined by the Chief of Police, and/or City Administrator or Mayor.
Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with completion of extensive specialized training in law enforcement techniques and five years of experience involving law enforcement, criminal investigation, and/or police administration to include a minimum of two (2) years of experience as an Zebulon Police Corporal.

One year of supervisory experience or supervisory equivalency preferred.

Must possess a valid driver’s license.

Requires ability to meet current requirements set forth in the Georgia Peace Officer’s Standards and Training Act.

Bachelor’s degree preferred.

Essential Duties, Knowledge Skills & Abilities

The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Works to support the mission of the Zebulon Police Department to support and defend the U.S. Constitution, protect and safeguard all life, and ensure the equal protection of rights for all; works closely and tirelessly with the community to reduce both crime and the fear of crime using community-oriented policing, problem-oriented policing, and constitutional policing philosophies.

Provides leadership to assigned personnel and throughout the department; handles employee concerns, directing work assignments, counseling, coaching, mentoring, development of followership and leadership, and disciplining employees when necessary, and completing employee performance appraisals.

Consistently produces and ensures work is completed within the scope of the vision and mission of the department through empowerment of decision-making at all levels within the Police Department.

May receive assignment to any unit, section, or division within the police department.

Enforces all applicable codes, ordinances, laws and regulations (both traffic and criminal) in order to protect life and property, prevent crime and reduce the fear of crime.

Plans and organizes activities and special events coverage, inclusive of various types of law enforcement responses to crime scenes, special events, disasters, and/or other critical incidents, which may include those incidents that require any level of tiered response utilizing the National Incident Command System.

Receives, reviews, prepares, approves and transmits applicable correspondence including but not limited to letters, reports, bulletins, electronic mail, and other documentation using various technologies including mobile computers and field reporting software; forwards as appropriate; performs other duties as technologies evolve; maintains files and logs; performs other managerial and leadership duties as may be necessary.

Plans and recommends strategies to include responses to deter and/or prevent observed trends in crime and quality of life issues within an area of responsibility; coordinates activities with applicable internal and external stakeholders to develop partnerships to address community concerns.

Attends departmental meetings, seminars, and training sessions as required to remain knowledgeable of governmental/departmental operations, to promote improved job performance, and to stay current with changing policies and procedures, codes, criminal/civil case law, and leadership practices.

Inspects personnel for personal appearance and equipment readiness; ensures personnel have necessary equipment and resources to carry out mission, ensure safety of community, and safety of personnel.

Reviews requests for and inventories equipment needs; requests additional equipment as necessary; orders repairs of equipment as necessary.

Performs random inspections of facilities, personnel and equipment and takes corrective action, as warranted.

Investigates complaints of police personnel; refers them to the appropriate supervisor or initiates internal investigations, if applicable.

Serves on special committees within the department, community, and the government as appropriate; serves as department liaison to private and civic organizations.

Coordinates with other divisions and departments on use of personnel and allocation of resources for special operations.

Confers with staff, police personnel, and others as necessary to obtain information or resolve problems; contacts command/supervisory personnel by radio, telephone, pager, voice mail, etc. for emergency responses and critical incident communications.

Reviews crime statistics and work schedules on a regular basis to insure proper geographical deployment of personnel; advises personnel on unusual, difficult or complex matters.

Responds to public complaints, questions, and/or problems in accordance with departmental guidelines and procedures; responds to questions, complaints and requests for information/assistance by telephone or in person from the general public, news media, court personnel, employees, officials, or other persons.

Maintains current manuals, policies/procedures, bulletins, map books, etc.

Attends meetings, seminars, conferences, and training sessions as required to remain knowledgeable of governmental/departmental operations, to promote improved job performance, and to stay current with changing policies and procedures, codes and criminal/civil case law.

Provides input into the development of the Departmental strategic plan, inclusive of short-term, intermediate, and long-term goals and objectives.

Performs other duties as assigned.

May obtain and execute search and criminal warrants.

Adheres to an Oath of Office; adheres to the departmental Code of Ethics.

Performs other related duties as required.

 

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the City of Zebulon and the operations and functions of the Police Department.

Knowledge of federal and state laws, local ordinances, and departmental rules/regulations and of law enforcement practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of how to keep abreast of any changes in civil law, policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.

Knowledge of and proficient with computers, and knowledgeable of software relevant to the position.

Knowledge and skills to operate standard and specialized office and police equipment/machinery, which may include a police vehicle, emergency equipment, radio/communications equipment, 35mm, digital, and video cameras, recorders, firearms, processing kits, computer, calculator, copy machine, telephone, etc.

Knowledge of police management and supervisory techniques, investigative techniques/processes, crime prevention techniques, the criminal justice system and court procedures, road system and geographical boundaries of the county, radio codes used in public safety work, and first aid and CPR techniques.

Knowledge of crime prevention and crime reduction techniques.

Knowledge of community-oriented policing, problem-oriented policing, and constitutional policing concepts and practices.

Knowledge of de-escalation techniques and practices; use of force case law and application.

Knowledge of defensive tactics to protect self and other; proper arrest and suspect apprehension techniques.

Ability to implement and achieve community-oriented policing, problem-oriented policing, and constitutional policing goals and objectives.

Skill in organizational, management, human relations, leadership, and technical techniques.

Skill in crime scene processing, interviewing and interrogation; in planning, organizing and decision-making; and in written and oral communications.

Ability to ensure compliance with policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.

Ability to effectively communicate and interact with subordinates, management, employees, and members of the general public and all other groups involved in the activities of the City of Zebulon as they relate to the Police Department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to use independent judgment and discretion in leading subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to handle required mathematical calculations using statistical data.

Ability to read, understand and interpret personnel/financial reports and related materials.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a police vehicle, emergency equipment, radio/communications equipment, 35mm, digital, and video cameras, recorders, firearms, processing kits, computer, calculator, copy machine, telephone, mobile data terminal, etc.  Must be able to use body members to work, move or carry objects or materials.  This position requires:  climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.  Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work. May be required to physically restrain hostile persons of much greater size. May be required to physically defend oneself from violent physical attack by persons with intent on inflicting serious bodily injury or death.

DATA CONCEPTION: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information.  Includes giving/receiving assignments and/or directions to/from co-workers, assistants or supervisors.  Requires giving instructions or information in a forceful or authoritative manner.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including law enforcement, emergency medical, and police communications terminology.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a police vehicle, emergency equipment, communications equipment, 35mm, digital, and video cameras, recorders, firearms, processing kits, computer, calculator, copy machine, telephone, surveillance equipment, etc.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using office and police equipment. Requires the ability to lift, push, bend and pull objects or materials using body parts as the position necessitates. Requires skilled movements coordinating eyes, hands and fingers accurately and making precise movements with speed.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipment, police equipment/machinery, ammunition, medical supplies, recording supplies, and clerical supplies.  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have moderate levels of eye/hand/foot coordination.

COLOR/VISUAL DISCRIMINATION:  Position requires binocular vision with good depth perception and peripheral vision, motion detection, high acuity, and light adaptation, as well as the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear:  (Talking -expressing or exchanging ideas by means of spoken words).  (Hearing – perceiving nature of sounds by ear).  Must be able to communicate via telephone, two-way radio, etc.
