City Council Called Meeting Minutes
April 19, 2018
5:00 pm
Attendees – Mayor Bobby Blalock, Councilmen Joe Walter, William Thomas, David Woods, Dewey Yarbrough,City Administrator Larry Mitcham, and City Attorney Rob Morton.
I. Mayor Blalock called the meeting to order at 5:00 p.m. Prayer/Pledge – The prayer and pledge was led by City Administrator Larry Mitcham.
II. Adoption of Agenda – Motion/Second to adopt agenda, as amended, was made by Walter/Thomas and passed 4-0.
III. New Business
1. Nomination to DDA Board – Motion/Second to appoint Chuck Kersher to the Downtown Development Authority Board, pending the City’s review of qualifications, was made by Walter/Thomas and passed 4-0.
IV. Old Business
1. Second reading of a resolution declaring a “spot basis” Slum or Blight National Objective for the purpose of Georgia CDGB program per 24 CFR Part 570.483.
Motion/Second to approve the second reading of the resolution was made by Yarbrough/Thomas and passed 4-0.
V. Motion/second to enter executive session was made by Yarbrough/Thomas was made by Yabrough/Thomas and passed 4-0. Entered executive session at 5:20 p.m.
VI. Motion/second to exit executive session was made by Walter/Thomas and passed 4-0.
Exited executive session at 5:35 p.m.
VII. Motion/Second by Walter/Thomas to approve part-time hires in the Police Department was made by Thomas/Yarbrough and passed 4-0.
VIII. Motion/Second to authorize City Administrator Mitcham to have the old water plant and Sullivan Road properties appraised was made by Walter/Thomas and passed 4-0.
IX. Motion/Second by Walter/Thomas to approve part-time hires in the Police Department was made by Thomas/Yarbrough and passed 4-0.
